Job Description

POC is seeking an experienced attorney that can step into our full docket before the CA Public Utilities Commission and represent POC in PUC administrative hearings and in related litigation and appeals. An ideal candidate will have the passion, legal skills, and grasp of the science and law of energy regulation to support POC’s fight against fossil fuel infrastructure development and for a transition to sustainable, local, distributed power systems. POC Staff Attorney will be working as part of a small team of attorneys and experts and will be active before the Public Utilities Commission, in court, and in the community. This is a full time position with benefits. Position will be ideally located in San Diego area with San Francisco Bay Area and Greater Southern California as secondary location options.


  • Conduct legal and factual research and prepare motions, briefs, comments, and all other administrative filings in proceedings, litigation, and appeals
  • Act as lead and support attorney on administrative proceedings before the CA Public Utilities Commission – litigate cases from beginning to end, including all aspects of administrative proceedings including: participating in hearings, examining witnesses, working with experts and writing briefs and comments
  • Implement legal advocacy strategies to support POC’s goals
  • Communicate with the news media and develop relationships with reporters
  • Coordinate with outside counsel and affinity organizations, including San Diego grassroots organizations
  • Represent POC as an expert on California energy regulation in the community, in public participation processes, before decision-makers, and with affinity organizations
  • Assist in preparation of reports and studies on energy and environmental issues


  • Member of the California State Bar
  • At least three years of litigation, appellate, and administrative advocacy or other relevant experience post law school
  • Commitment to public interest law
  • Excellent legal research, writing, and analytical skills
  • Education and/or experience in public interest environmental law, energy law, litigation, appellate law, and administrative advocacy
  • Thorough and persistent with a good attention to detail
  • Ability to work independently and also collaboratively as part of a team of other attorneys, experts, and advocates
  • Excellent oral communication skills including ability to cross examine witnesses and to speak on behalf of POC in legal proceedings and in the community
  • Demonstrated ability to grasp scientific and engineering concepts, science or engineering background preferred
  • Experience in advocacy or grassroots activism in the San Diego area highly desired
