Groundbreaking California Supreme Court win

PCF, together with its co-petitioners Environmental Working Group and Center for Biological Diversity, won a unanimous California Supreme Court opinion enforcing the standard of review set forth by the Legislature that applies when  courts  review  CPUC  decisions. As a result of this success, CPUC decisions can no longer be rubber-stamped by the courts.

Cost of Capital: impacts on ratepayers quantified

PCF, working with Sierra Club, presented best-in-class expert testimony showing the Utilities’ requested rates of return far exceeded their market-based costs of capital, quantifying ratepayer impacts, and optimizing capital structure in ratepayers' interests. Although the CPUC authorized excessive rates of return, PCF's participation contributed to ratepayer savings of $1.6 billion annually compared to what the Utilities requested, over $5 billion over the three-year cycle.

General Rate Case: excessive pipeline and wildfire spending exposed

PCF presented legal and technical analysis showing that SDG&E's spending on profit-making capital projects like pipeline replacement projects and wildfire mitigation projects have been far too high, proving the CPUC can and should hold SDG&E accountable to ratepayers.
